On 03.04.2020 and on 16.04.2020, the IFF projects of Shinyanga UWASA and Kahama UWASA have been approved by the Technical Debt Management Committee and the National Debt Management Committees within the Ministry of Finance and Planning, respectively. After confirmation of the indicated loan term conditions with their preferred Tanzanian Bank, the IFF – OBA grant agreement will be compiled. It will provide the contractual basis for the disbursement of the IFF OBA subsidy that will be paionce the defined output targets will have beeen achieved.
The IFF-OBA team carried out a project field assessment in Moshi from 17th to 18th February 2020. The MUWSA service area has been extended and 13 Wards from Moshi District Council have been included. The previous service provider did not install water meters and monthly customer charges were based on flat rates. MUWSA wants to revise this situation and gradually install water meters to all flat rate customers. The IFF proposal therefore includes the installation of 2,900 water meters to customers within their newly extended service area.
The IFF Consultant conducted an interim visit from 28th – 30th October 2019. The aim of the visit was to assess the documentation of financial expenditure, to clarify some inconsistencies that occurred in the interim report and to assess the proposed shift of part of the project to a new area. The team visited the constructed network at Miembeni and held a meeting with local leaders of Namanyigu where the proposed network of about 4 km shall be laid and where approximately 200 customers shall be connected.
The interim project visit and the Consultants’ recommendations will assist the utility in streamlining the reporting and documentation of expenditure. This, in turn, will benefit the final project verification that is required for the approval of the grant disbursement.
The IFF-OBA team carried out a project field assessment from 16th to 17th October 2019. The team visited the ongoing WARIDI project at Ugwachanya, Tosamanga and Mawelewele areas which is grant financed by USAID. The project includes the construction of transmission and raising mains, sumps, pump houses and storage tanks.
The IFF-OBA team carried out a project field assessment from 9th to 11th of October 2019. The Tabora utility submitted the proposal for the sewerage network extension and purchase of two cesspit emptier trucks. The team visited the waste water disposal and stabilisation ponds, the existing sewage network connection points and the proposed areas for sewage network extension in Boma, Mabatini and Kiloleni. During the visit different septic tanks and soak away pits were seen. In addition, the team conducted interviews with private and public cesspit operators within the Municipality.
On 24.06.2019 The Moshi Urban Water and Sanitation Authority (MUWSA) confirmed the receipt of the IFF-OBA grant of TSH 865,685,290 for the implementation of the IFF Mang’ana Spring Source Water Supply Project in Moshi.
On 13.05.2019, the Tabora Urban Water Supply and Sanitation Authority (TUWASA) confirmed the receipt of the IFF-OBA grant of TSH 282,385,166 for the implementation of the IFF supported Water Supply Network Extension Works.
In May 2019, the IFF-OBA team conducted follow up meetings with TIB, CRDB, NBC and NMB Banks. In this context, Equity Bank has been welcomed as new collaborator in the IFF Programme. All visited Banks (re)-confirmed their interest in future support towards water and sanitation projects that will be administered by Urban Water Supply and Sanitation Authorities.
The meetings mainly focused on appropriate securities for water utilities and the development of a water and sanitation specific loan facility product. Banks encouraged applicant utilities to re-negotiate their indicative term sheets and engage in a constructive dialogue.
The IFF-OBA team carried out a project field assessment from 29th to 30th April 2019. The team visited the Capripoint intake and treatment plant, pump house, Mabatini booster station, and the ongoing construction of the Nyamhongolo storage tank. The existing Kisesa Sump and pump house, the location for the construction of new sump and pump house and the tapping point from where water shall be abstracted to serve the customers in the project area were also assessed.
MWAUWASA intends to extend their services to new customers in Nyamhongolo. The team held a meeting with Village Government leaders of Nyamhongolo area who confirmed that there are currently 4,000 households in need of water.
Way forward: The utility was advised to revise their project proposal, particularly the IFF project proposal template, hydraulic calculations (demand, flow, pump size) and the Bill of Quantities. Further, MWAUWASA should determine how much water can be supplied to the project area. This, in turn, will determine how many customers can be connected as part of the proposed IFF Programme.

On 27.03.2019, the IFF-OBA Team organised a Workshop about the documentation of financial expenditure and progress reporting for IFF Projects. The workshop was conducted at Veta Hotel in Dodoma and a total of 29 participants from five different UWASAs and representatives from the Treasury Registrar and the Ministry of Water were amongst the audience. The main objective of the workshop was to brief those utilities, that will soon start with the implementation of their IFF projects, on the correct documentation of their financial expenditure and application of developed templates for progress reporting. The workshop contained a total of seven different sessions, including a group work regarding the review and presentation of the respective project BOQs.
The workshop evaluation asserted that 92 % of participants considered the content very relevant / relevant to their work.
